Elle avait auparavant d\u00e9j\u00e0 \u00e9t\u00e9 r\u00e9vis\u00e9e en 2010 puis en 2018 afin d&rsquo;acc\u00e9l\u00e9rer la r\u00e9novation des b\u00e2timents existants et de promouvoir les technologies intelligentes.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Qu&rsquo;est-ce que la directive europ\u00e9enne sur la performance \u00e9nerg\u00e9tique des b\u00e2timents ?&nbsp;<\/strong><\/h2>\n\n\n\n<p>Adopt\u00e9e en 2002 et en vigueur depuis 2006, la directive DPEB s&rsquo;inscrit dans l&rsquo;h\u00e9ritage du <a href=\"https:\/\/www.vie-publique.fr\/fiches\/274835-quest-ce-que-le-protocole-de-kyoto\" target=\"_blank\" rel=\"noreferrer noopener\">protocole de Kyoto<\/a> de 1997 et permet \u00e0 l&rsquo;Union europ\u00e9enne de r\u00e9aliser ses ambitions en mati\u00e8re de limitation du r\u00e9chauffement climatique et de d\u00e9veloppement durable.&nbsp;&nbsp;<\/p>\n\n\n\n<p><br>La directive DPEB est l<strong>e principal instrument l\u00e9gislatif de l&rsquo;UE pour promouvoir l&rsquo;am\u00e9lioration de la performance \u00e9nerg\u00e9tique des b\u00e2timents au sein de l&rsquo;UE<\/strong> et <strong>d\u00e9carboner le parc immobilier des \u00c9tats membres<\/strong>. Depuis son adoption, la directive est \u00e9troitement li\u00e9e aux objectifs climatiques de l&rsquo;UE. Elle a \u00e9t\u00e9 adapt\u00e9e au fil des ann\u00e9es pour refl\u00e9ter leurs \u00e9volutions progressives. Dans un contexte o\u00f9 les b\u00e2timents sont responsables d&rsquo;environ 40 % de la consommation d&rsquo;\u00e9nergie de l&rsquo;UE et de 36 % de ses \u00e9missions de CO<sub>2<\/sub>, l&rsquo;objectif principal de la directive est rest\u00e9 inchang\u00e9 depuis son adoption.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Quels sont les objectifs cl\u00e9s de la directive DPEB ?<\/strong><\/h2>\n\n\n\n<p>La directive repose sur quatre principes cl\u00e9s :&nbsp;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Une <strong>m\u00e9thodologie commune<\/strong> pour calculer la performance \u00e9nerg\u00e9tique int\u00e9gr\u00e9e des b\u00e2timents.&nbsp;<\/li>\n\n\n\n<li>Des <strong>normes minimales<\/strong> pour la performance \u00e9nerg\u00e9tique des b\u00e2timents neufs et des b\u00e2timents existants faisant l&rsquo;objet de travaux de r\u00e9novation importants (\u00e0 d\u00e9finir au niveau national par chaque \u00c9tat membre).&nbsp;&nbsp;<\/li>\n\n\n\n<li>Des <strong>syst\u00e8mes de certification pour les b\u00e2timents neufs et existants<\/strong>. Dans les b\u00e2timents publics, l&rsquo;affichage de certificats et d&rsquo;autres informations pertinentes. La certification n&rsquo;est valable que pour une dur\u00e9e de 5 ans.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Une <strong>inspection r\u00e9guli\u00e8re<\/strong> des chaudi\u00e8res et des syst\u00e8mes centraux de climatisation dans les b\u00e2timents. L\u2019\u00e9valuation d&rsquo;une installation de chauffage lorsqu&rsquo;elle comprend des chaudi\u00e8res de plus de 15 ans.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Qu&rsquo;implique la r\u00e9vision de 2023 ?<\/strong><\/h2>\n\n\n\n<p>Cette nouvelle r\u00e9vision s&rsquo;inscrit dans le cadre du plan \u00ab\u00a0<a href=\"https:\/\/www.consilium.europa.eu\/fr\/policies\/green-deal\/fit-for-55-the-eu-plan-for-a-green-transition\/\">EU fit for 55<\/a>\u00ab\u00a0. Son objectif ? Atteindre la neutralit\u00e9 climatique d&rsquo;ici 2050 et r\u00e9duire les \u00e9missions de gaz \u00e0 effet de serre (GES) d&rsquo;au moins 55 % d&rsquo;ici 2030 par rapport \u00e0 1990. La directive EPBD est \u00e9galement un \u00e9l\u00e9ment essentiel de la \u00ab <a href=\"https:\/\/belgium.representation.ec.europa.eu\/actualites\/strategie-pour-une-vague-de-renovations-doubler-le-taux-de-renovation-pour-reduire-les_fr\">strat\u00e9gie pour une vague de r\u00e9novations<\/a> \u00bb (MEMO), pr\u00e9sent\u00e9e en octobre 2020. Cette strat\u00e9gie de la Commission europ\u00e9enne pr\u00e9voit des mesures visant \u00e0 doubler le taux annuel de r\u00e9novation \u00e9nerg\u00e9tique d&rsquo;ici \u00e0 2030.<\/p>\n\n\n\n<p>La r\u00e9vision de la directive en 2023 vise \u00e9galement \u00e0 :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Acc\u00e9l\u00e9rer le rythme et l&rsquo;ampleur de la r\u00e9novation des b\u00e2timents non \u00e9conomes en \u00e9nergie,<\/li>\n\n\n\n<li>Fournir plus d&rsquo;informations sur la performance \u00e9nerg\u00e9tique des b\u00e2timents.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Plus concr\u00e8tement, elle a aussi pour but de :&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>D\u00e9finir des seuils num\u00e9riques de performance \u00e9nerg\u00e9tique pour les b\u00e2timents z\u00e9ro \u00e9mission (ZEB),<\/li>\n\n\n\n<li>Harmoniser les DEP A et G entre les \u00c9tats membres,&nbsp;<\/li>\n\n\n\n<li>Et clarifier le rythme de r\u00e9novation du parc immobilier existant en permettant d&rsquo;\u00e9chelonner les EPC minimaux dans le temps.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Qu&rsquo;implique la refonte de la directive DPEB pour le secteur immobilier ?<\/strong><\/h2>\n\n\n\n<p>Cette directive r\u00e9vis\u00e9e doit \u00eatre transpos\u00e9e en droit national dans les pays de l&rsquo;UE. En attendant, le secteur peut d&rsquo;ores et d\u00e9j\u00e0 pr\u00e9voir que les gouvernements europ\u00e9ens devront mettre en \u0153uvre des plans d&rsquo;action plus ambitieux que ceux d\u00e9j\u00e0 en place. Cela s&rsquo;accompagnera tr\u00e8s probablement de r\u00e9glementations plus strictes : sur l&rsquo;obligation de r\u00e9aliser des r\u00e9novations \u00e9nerg\u00e9tiques, sur les labels de performance \u00e9nerg\u00e9tique minimale, sur l&rsquo;utilisation d&rsquo;\u00e9quipements plus efficaces sur le plan \u00e9nerg\u00e9tique, sur l&rsquo;utilisation d&rsquo;un mix \u00e9nerg\u00e9tique plus responsable, etc.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Par ailleurs, les gestionnaires immobiliers devront se conformer aux normes et r\u00e9glementations en mati\u00e8re de reporting ESG. Ceci en particulier avec l&rsquo;entr\u00e9e en vigueur de la taxonomie europ\u00e9enne et de la directive europ\u00e9enne <a href=\"https:\/\/www.deepki.com\/blog\/csrd-cop27\/\" target=\"_blank\" rel=\"noreferrer noopener\">CSRD<\/a>.<\/p>\n\n\n\n<p>Les propri\u00e9taires d&rsquo;actifs ont tout int\u00e9r\u00eat \u00e0 int\u00e9grer des objectifs de performance \u00e9nerg\u00e9tique ambitieux dans leur strat\u00e9gie d&rsquo;investissement et \u00e0 d\u00e9finir un plan d&rsquo;action pour les atteindre. C&rsquo;est maintenant qu&rsquo;il faut agir, pour anticiper les contraintes et prendre le leadership dans le secteur du immobilier.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Que pense le secteur de la r\u00e9vision de la directive EPBD ?<\/strong><\/h2>\n\n\n\n<p>Dans une <a href=\"https:\/\/www.iigcc.org\/resource\/iigcc-letter-on-eu-energy-performance-of-buildings-directive-epbd\/\" target=\"_blank\" rel=\"noreferrer noopener\">lettre<\/a> envoy\u00e9e aux principaux membres du Parlement europ\u00e9en (MEP) le 2 d\u00e9cembre 2022, le Groupe d&rsquo;investisseurs institutionnels sur le changement climatique (IIGCC) soutient fortement la r\u00e9vision ambitieuse de l\u2019EPBD. L\u2019IIGCC soutient que les investisseurs seront essentiels pour atteindre les objectifs de la refonte de la EPBD.
